BOB EDWARDS, Host: This is Morning Edition; I'm Bob Edwards. New
York City's new mayor, Rudolph Giuliani, and his staff, are spending
this week settling into their offices at City Hall. Once the move
is complete, their real work begins. Giuliani is inheriting a city
that is short on money and increasingly anxious about crime and other
social problems. So far, Giuliani has not spelled out what he plans
to do as mayor, but he has talked about a total overhaul of city government.
