LINDA WERTHEIMER, Host: Congressman William Natcher of Kentucky missed
a vote in the House of Representatives today. That breaks the longest
perfect voting record in the U.S. House or any other house. Mr. Natcher
is third in seniority, and during his 40 years, he's cast more than
18,000 votes - important votes on life and death, war and taxes; unimportant
votes on motions to kill time or to table the preposterous amendment
to the even more unlikely amendment. He's cast procedural votes and,
of course, daily votes to summon the House to debate. Mr. Natcher
