ROBERT SIEGEL, Host: This is NPR's All Things Considered.

ADAMS: Iraq now says it will recognize Kuwait as a sovereign state
if the U.N. sanctions are first lifted.
SIEGEL: Many of the U.S. troops could start returning within weeks
if the Iraqi withdrawal is maintained, and President Clinton seems
confident of that.
Pres. BILL CLINTON: I'm pleased to say that Iraq heard our message.
