toward Kuwait.

ADAMS: The Iraqi troop movement comes as Iraq complains at the United
Nations, saying that trade sanctions now need to be lifted.
SIEGEL: A Baghdad watcher in Jordan says the Iraqi economy continues
to decline and that Saddam Hussein may be making a belligerent gesture.
