NOAH ADAMS, Host: The defeat of the Superfund reform proposal comes
as many in major environmental groups are losing members and seeing
their donations drop sharply. That's forcing groups to cut back on
their lobbying efforts and rethink their mission. NPR's John Nielsen
has more.
JOHN NIELSEN, Reporter: When Bill Clinton was elected president,
the environmental movement seemed to be hitting its zenith. Membership
in environmental groups had risen steadily through most of the Reagan
and Bush administrations. Donations hit an all-time high in 1991.
