SUSAN STAMBERG, Host: Natural disasters in this country are sometimes followed by hysteria, rage, and some pretty hearty finger-pointing, blaming. The stoicism in Kobe underscores some deep cultural differences between Japan and the United States. A number of observers say the attitude of the Kobe victims emerges from something called `shogenai, ' [sp ], a Japanese expression and philosophy that means, literally, `Cannot help it.'
