The basic circumstances that shape the foreign relations of the
Federal
Republic of Germany (West Germany or Federal Republic) are: the existence
of
two German states and the special position of Berlin, the nation's
sensitive
location on the East-West dividing line in Europe and resultant security
requirements, the critical roles of the North Atlantic Treaty Organization
(NATO) and the United States in meeting those security requirements,
and the
