Following a successful effort to repeal a secret $50 billion windfall for the tobacco industry included in legislation earlier this summer, U.S. Sen. Dick Durbin and U.S. Rep. Henry Waxman have scheduled a news conference for today, Tuesday, October 21, 1997, to announce efforts to kill a proposal being floated on Capitol Hill that could cost consumers and taxpayers billions of dollars.
