There's a guiding principle in medicine which should also be
applied to anything that the federal government gets involved in:
first, do no harm. As a former Governor, I am a disciple of the
school that says Washington should set a standard, provide the funds,
and then get out of the way. I was Governor of Missouri during, the
1970's and early 1980's, and nothing frustrated me more than
Washington saying it was going to provide some funds for a program
or
purpose, and then tell me exactly how I had to spend every dimes,
including the dimes that Missouri ...
