ROBERT SIEGEL: And this is Robert Siegel in Washington. Less than
a day after the Rome summit to reaffirm the peace process in Bosnia,
the Bosnian Serbs appear to have violated a promise they made there.
The deputy commander of the Bosnian-Serb army, Stravko Tolamir [sp],
was supposed to meet today with NATO commanders and Muslim and Croat
