Lawmakers in Southern California are moving to ban sales of spray paint,
in order, they say, to combat graffiti. Some argue the ban is unconstitutional,
while the taggers say they'll just use other materials.

LINDA WERTHEIMER, Host: And I'm Linda Wertheimer. Americans spend
an estimated $7 billion every year cleaning up graffiti. Many communities
have tried unsuccessfully to outlaw graffiti. Now in Southern California,
where a whole graffiti culture has taken root, there is a proposal
to ban portable spray paint cans. From Los Angeles, NPR's Mandalit
Del Barco reports.
