Let me begin by thanking you, Mr. Chairman and Members of the Committee
for inviting me to testify today. It is indeed an honor to appear
before
you as part of such a distinguished pannel.
My name is Eric Schlecht. I am Director of Congressional Relations
for
the National Taxpayers Union, a nationwide grassroots lobbying organization
