RUBIN: I would to thank Peter Kann for that introduction, and
Dow Jones and The Wall Street Journal for hosting this conference,
and
for inviting me to speak with you today.
I would like to focus my remarks today on a topic of immense
importance not only to the nations of the Americas, but also the rest
of
the world: the urgent need to adapt and reform the international financial
system for the 21st century. ...
