In a bold if not risk-free political stroke, Vice President Al Gore has selected Senator Joseph Lieberman of Connecticut as his running mate, making him the first Jewish candidate on a presidential ticket. ''Miracles happen,'' Mr. Lieberman told reporters Monday outside his home in New Haven, Connecticut. ''I consider this a miracle for which I'm grateful.''
