JUDGING FROM REPORTS that have trickled out, New Jersey's treatment
of mentally ill prisoners until recently sounded like something out of
Bedlam, the 16th century London insane asylum.

In one instance, a 16-year-old inmate reportedly spent most of his
five-year sentence in isolation, with his mental problems treated
solely with medication. When he tried to commit suicide, he was punished
