THE ``FAIR JUSTICE ACT" AND ADMINISTRATIVE LAW
I want to thank Chairman Gekas and Ranking Member Nadler for agreeing
to
this hearing on legislation I introduced earlier this year, H.R. 4105,
to establish an independent federal agency to investigate allegations
of
wrongdoing on the part of Justice Department personnel.
Numerous incidents over the past several years have made it painfully
clear
that the Justice Department cannot effectively police itself. The
