Robert Lee, alleged leader in Harlem gambling biz, held.

Robert Lee, the alleged ring-leader of an illegal gambling business in a city-owned apartment building at 115 E. 115th St., has been arrested. He is also charged with bribing an undercover agent and posing as a government worker.

Two of Lee's workers, Felicita Rivera and Fernidando Ortiz, were also arrested on charges of assisting him in what investigators believe was a lucrative $2 million-a-year operation in East Harlem.
