INTRODUCTION
Good morning Mr. Chairman. I am Howard Neukrug, Director of the Office
of Watersheds for the Philadelphia Water Department in Pennsylvania.
The
Philadelphia Water Department is a municipal water, wastewater and
stormwater
utility serving over two million people in the Philadelphia metropolitan
area. ...
