FOLK DANCE MAESTRO TEACHES TOLERANCE

``It's free to dance, $10 to watch,'' Schukr Basanow is fond of saying.
His daughter, Nora Nye, says the price for spectators has not gone up since 1970. ``Inflation has not caught up with his joke,'' she says with a laugh. Actually, everybody is welcome for free.

Called ``Sugar'' (an Americanized version of his first name) by everyone who knows him, Basanow has been teaching free international folk-dancing classes for 30 summers in front of the boathouse in Washington Park.
