A Community On The Move: Citrus Heights; New Elected City Council Member. James Shelby Will Provide An African Voice And Presence To The New City's Leadership
James C. Shelby admitted he had something to prove in his recent successful bid to become the first African American elected to the five-member council of the newly incorporated city of Citrus Heights.
"I wanted to show young African Americans that because I live in a community that 90-plus percent White, I still could be elected to the City Council," Shelby said following his historical victory.
