Vice President Al Gore suffered a potentially crippling setback in a Florida state court Monday as a judge flatly refused his attorneys' requests for further ballot recounts in the sharply contested presidential election. The ruling by Judge N. Sanders Sauls in Leon County Circuit Court came hours after the U.S. Supreme Court sent back to the Florida Supreme Court for clarification a decision that had allowed Mr. Gore to narrow the lead held by Governor George W.
