There's a strange sound here in Washington today: relative silence.
Leaders from both parties have been reluctant to publicly comment
on last night's ruling by the US Supreme Court. Even though the 5-
to-4 decision appears to give Governor George W. Bush the presidency,
Republicans only quietly have declared victory. Democrats say the
race appears to be over, but no one is giving any concession speeches
