WASHINGTON -- Questioned whether his office was misused for politics, President Clinton's national security adviser told senators today there were no clear procedures during last year's election for handling Democratic donors seeking White House access.
Confronted by instances in which foreigners got into the White House via the Democratic Party without national security reviews, Sandy Berger testified at Senate fund-raising hearings that he has since instituted new procedures to avoid such problems in the future.
