The Senate voted yesterday to confirm Gale A. Norton as interior secretary
and Christine Todd Whitman as administrator of the Environmental Protection
Agency. The confirmation of Norton gave President Bush a significant victory
on a nominee who had been a target of many Democrats and their allies in
environmental and other liberal groups.
Senators voted 75 to 24 to approve Norton's nomination, with 25 Democrats
