Eleanor Holmes Norton (D-DC) today congratulated city leaders for
surpassing
expectations and ending the city's worst financial crisis in decades.
At
a news conference that detailed the city's rebound from insolvency,
Norton
said the District's turn around was "...so inevitable that I have
long
been focused not on budgets that assure the end of the control board,
but
