INVESTORS looking for British mutual funds that invest in emerging-market debt will not linger in choosing, for there is not a single one. But there are 23 offshore funds specializing in this area that are registered for sale in Britain. Even in less quirky types of assets, it can be easier for British investors to find offshore funds than onshore ones. In fact, there are twice as many offshore funds sold in Britain as there are home-grown funds, according to Standard & Poor's Corp., and at last count the $647 billion in assets they held was nearly twice as much as was in British-domiciled unit trusts.
