May 15, 2001 (United Press International via COMTEX) -- Jeane J. Kirkpatrick, former President Reagan's United Nations ambassador, and Richard Holbrooke, who held the same job under President Bill Clinton, both agree: Congress has got it wrong about who was responsible for the United Nations Human Rights Commission failing to re-elect the United States as a member. The problem is not the U.N., it's the European members of the Western regional group in the U.N. Economic and Social Council.
