Analysis: Supreme Court upholds a North Carolina congressional district with an African-American population of 47 percent

The US Supreme Court today upheld as constitutional the creation of a 47 percent black congressional district in North Carolina. Democrat Mel Watt, elected to the district in 1992, became the first African- American congressman from North Carolina since 1901. But Watts' tenure has been clouded by constant challenges from white voters who claim the district was racially gerrymandered. NPR's Nina Totenberg reports.
