Feature: Tax credit plan must meet criteria

WASHINGTON, Jun 09, 2001 (United Press International via COMTEX) -- Congressional staff devising ways to reduce the number of uninsured say bipartisan agreement hovers in at least one corner of Congress -- a consensus that tax credits for the purchase of private health plans must be refundable, large enough to buy quality coverage and accessible when needed.

President Bush's fiscal 2002 budget proposal contains $71 billion over 10 years for refundable tax credits to low and moderate income individuals and families. The maximum credit would be $1,000 for individuals, $2,000 for families. It would be phased in ...
