Congress is struggling to make progress this month on its most basic
job, which is spending money. Now that President Bush's tax cut is
law, there's less money for the coming fiscal year. To pay for everything
from weapons to highways, lawmakers are appealing to Senator Robert
Byrd of West Virginia. When Democrats retook the Senate, Byrd reclaimed
the most powerful committee chair. Yet this legendary supporter of
