Mr. Chairman and members of the Subcommittee, thank you for the opportunity
to appear before you today. The Department of Justice is pleased to
participate
in this hearing on the grand jury. Our federal grand jury system is
older
than our nation. As a core institution adopted in this nation`s earliest
days, the grand jury has been the primary instrument used to investigate
and charge federal crimes for over two hundred years. Because it is
