The Bush administration says much of the war on terrorism will take place in the shadows; that means more work for US intelligence agencies. The National Security Agency intercepts phone calls and e-mails around the world. The Central Intelligence Agency and the FBI employ spies and informants. Authorities say terrorist groups such as al-Queda have their own intelligence networks. NPR's Steve Inskeep reports.
