Tuesday, December 11, 2001 -- The 17.6% of Israeli families living below the poverty line last year struggled to make ends meet on anywhere from NIS 2,677 for a family of two and NIS 7,494 for a family of nine. Individuals had to live off of NIS 1,673.

The poverty line is not based on an assessment of a family budget, which includes phone bills, utilities, and rent, explains Prof. Eliezer Jaffe of the Hebrew University. It is a mathematical equation set in the 1970s when Menachem Begin was prime minister.
