Dateline: BERLIN The U.S. ambassador to Germany intends to file a memo of understanding soon with the Berlin city government so that the construction of a new embassy can begin by 2003, an embassy spokesman said Tuesday.

The memo would detail the final U.S. plans, incorporating revisions agreed upon after lengthy talks with German authorities over security measures, spokesman Mark Smith said. He would not provide further details.
