Britain and Spain will issue a joint declaration on Gibraltar if they
reach an agreement about its future, Europe Minister Peter Hain said
Thursday, provoking an accusation that the two countries have already
agreed to share sovereignty.
Conservative party lawmaker Richard Spring also accused the government
of attempting to push Gibraltarians into the deal.
"In this joint declaration do we hear of joint sovereignty, or are
you prepared to rule that out categorically?" Spring said during a
lawmakers' debate. "Gibraltar should be perfectly capable of having
a modern relationship with Spain, with the present situation over
