The rate of enrollment in tertiary level education in Bangladesh is below 6 per cent, perhaps one of the lowest in the world with enrollment in the public universities in Bangladesh is going down in recent years, a study on higher education reveals. The growth rate of enrollment in public universities including the National University and the Open University was minus 0.20 per cent in 1998, according to University Grants Commission (UGC) sources. In 1997 it was 1.2 per cent while the enrollment was 1.9 per cent and 5.1 per cent in 1996 and 1995 respectively.
