Dateline: LA PAZ, Bolivia Bolivian President Jorge Quiroga declared a state of emergency in La Paz on Wednesday after a powerful thunderstorm created flash flooding that killed at least 36 people.

The storm had shut down electricity and transport in this capital city for most of Tuesday.

Anxious family members awaited news about dozens of people who had been reported missing, and emergency workers quickly shoveled dirty hail from the streets as a light rain began to fall Wednesday.

The storm, which began about 3 p.m. Tuesday and lasted nearly an hour, dropped heavy hail and rain which immediately began to flood streets throughout the downtown center.
