In rhetoric and reality, nations around the world seem to be creeping
toward a new military philosophy that says it is acceptable to use
nuclear weapons on the battlefield or to settle regional disputes.
Everywhere, there are signs that "the unthinkable" is being redefined
to accommodate new anxieties and advancing technology.
