California has a $23 billion budget deficit. That means there'll be less money to pay for such much-needed public services as health care. In Los Angeles, public health already is facing deep cuts at both the federal and state levels. Today, the Department of Public Health presents budget recommendations to the county supervisors. Debra Baer reports.
