Nearly 5 percent of women in Britain say they have been raped, the
government said Monday as it announced an action plan to increase
the conviction rate in such cases.
"Rape is an abhorrent crime which deeply affects the lives of its
victims and the decline in the rate of convictions has been unequivocal
and worrying, said Home Office Minister John Denham.
