Like an undertaker or insurance claims adjuster, Andrew McGough is busiest when other people get bad news.
So when he heard Tuesday that 1,000 Hewlett-Packard employees in Vancouver will lose their jobs during the next six months, McGough knew the Private Industry Council, where he works, and the Vancouver office of the state Employment Security Department soon will be plenty busy.
Federal law requires that companies planning layoffs of this magnitude notify workers and government agencies at least 60 days in advance. Its called the Worker Adjustment and Retraining Notification Act (WARN).
