THREE percent of Israel's Jewish population have chosen to make their homes in the West Bank and Gaza.

When we recall the passionate advocacy and the financial incentives devoted to the dream of a Jewish majority in the territories, the 3% statistic is far from a success. Even the massive Jewish immigration to Israel from the former Soviet Union did not bring the settler community more than a fractional percentage of increase.

The conclusion is plain: These areas are destined to be predominantly Palestinian in national identity, Moslem or Christian in faith, and Arabic in speech.

The weakness of the opposition positions is that they lead nowhere ...
