QUITO, June 21 (IPS) -- What a difference a decade makes: Latin
American nations, once opposed to capital punishment as penalty for
murder, are facing public pressure to reimpose it.
"Awareness of fear" is the reason the public wants hanging
resumed, says Juan de Dios Parra, spokesman of the Latin American
Association for Human Rights (ALDHU). That's a reference to the
tide of insecurity sweeping the region as crime rates soar.
