HARARE, Sept. 1 (IPS) -- South Africa is Zimbabwe's main trading
partner in Africa but the commercial ties that bind the two
neighbors are frequently testy.
At the governmental level the relationship is warm. It's when
it comes down to business that things get difficult. And textiles
is one issue that has caused the deepest divisions.
Zimbabwe's textile industry, trying to keep its head above
water, views the South African market as a lifeline.
But in December 1992, South Africa slapped punitive tariffs of
up to 90 percent on Zimbabwean textile and clothing imports.
