BASSETERRE, ST. KITTS, Sept. 14 (IPS) -- Regional governments
are beginning to realize it will be a difficult task putting
together the broken economies of the Caribbean territories
devastated by last week's Hurricane Luis.
What has become increasingly clear to governments taking stock
of the damage is that major foreign exchange earners such as
tourism and agriculture have been so devastated that their
abilities to earn and mobilize capital for the rebuilding efforts
have been severely hampered.
