MANILA, Oct. 18 (IPS) -- The Philippine government moved to
close a bloody chapter in its history last week by making peace
with military rebels, but the accord has instead sparked a debate
about whether victims of past coup attempts got justice.
The peace agreement, which grants unconditional amnesty for
military rebels who staged seven coup attempts against the
government from 1987 to 1990, was signed Oct. 13 after three years
of negotiations.
President Fidel Ramos hailed it as a "triumph of the Filipino
people" and a sign of the military's respect for civilian rule, but
