BATTLE GROUND - Last-minute legal issues caused the City Council Monday to postpone adopting traffic impact fees, at least for another two weeks.
The council tabled the issue until its May 4 meeting after Vancouver attorney Randy Printz questioned whether the fees could be ``retroactively'' charged to development that already has plat or site plan approval.
Printz said Washington's principle of vested rights is based on the concept that planning regulations do not change once a complete development application has been submitted.
