Dateline: ZURICH, Switzerland The people of Switzerland _ the newest member of the United Nations _ are opposed to an attack on Iraq, even with a U.N. mandate, according to a survey published Wednesday.

Only a quarter of people surveyed believe the United States should attack Iraq with U.N. approval, while 58 percent said they were opposed. If there is no mandate, 82.5 percent said they were against the attacks,
