Dateline: GENEVA Tons of "excess" gold sold weekly from the vaults of Switzerland's central bank have given the wealthy Alpine country a rare problem: how to spend the multi-billion-dollar windfall.

But the government's solution to the problem _ to use the money for a solidarity fund for charitable works at home and abroad _ will be challenged in a referendum Sunday after a campaign by nationalistic billionaire Christoph Blocher.

"This foundation is a product of the blackmailing of our country by Jewish circles in the United States," Blocher, an industrialist and member of parliament, said in a recent interview with the daily Basler Zeitung.
