This is TALK OF THE NATION. I'm Neal Conan in Washington.
On Friday, the Bush administration released a document called the
National Security Strategy, a paper that describes the overarching
goals of US foreign and military policy and a broad outline of how
to achieve them. It's the most comprehensive presentation so far
of the policies that President Bush has articulated over the past
year, some of which represent a dramatic departure from the national
